Ps 33 9 For he spoke, and it came to be;
he commanded, and it stood firm.
  ¹⁰ The LORD foils the plans of the nations;
he thwarts the purposes of the peoples.
  ¹¹ But the plans of the LORD stand firm forever,
the purposes of his heart through all generations."

The Psalmist is teaching that Gods word governs all things. The Governor over all creation has spoken His word in reordering and overturning all of the events that are devised in the heart of man. The law, covenants, decrees, statutes, curses, and promises are spoken in pronouncements as eternal prophecies that control all communication in the time sequence. These six prophetic pronouncements create the foundation and stability of Gods eternal counsel.

From the beginning of time God has created all things to work together for His glory and good of all creation. Gods counsel is always successful because it defends and protects Gods elect from the schemes of the wicked. The prophetic law of God is established by allowing and preventing. God reorders all corrupted communication by meeting all the needs of His people in constraining every threat in life and death pronouncements.  Gods pronouncements cannot be thwarted. Every word that is spoken by God establishes His peaceful kingdom on this earth." For he spoke, and it came to be; he commanded, and it stood firm".

God prophecies the good of His people as the building blocks in establishing His way of blessing. God upholds His elect in pronouncement of blessing and defends them in the pronouncement of the curse. Gods elect were given all things as an inheritance in the work of Christ. Christ has spoken the language of the King in establishing His peace by these life and death pronouncements. His church stands on the eternal pronouncements of law, covenants, curses etc to recreate the culture of mans government. We speak life and death pronouncements in order to obtain our inheritance.  Gods success is established in overturning all corrupted thoughts and ideas in the view of the eternal King who has complete control. God contains the emotional imaginations of man by establishing His pronouncements in actions. 11 " But the plans of the LORD stand firm forever, the purposes of his heart through all generations."

God views time as it is devised and created in the mind of man. He judges every thought and intent in the heart of man. The law, covenants, statutes, curses etc where spoken by God in ordering all the events if time before the foundation of the world. The pronouncements were fulfilled in eternity past as the events are brought into time. The Psalmist views the pronouncements as Gods legal obligation in the future judgement as an ongoing call for retribution from eternity past. Our hope is founded on the success of Gods eternal pronouncements that will be established in the new world. Gods justice is never thwarted. Every event is made real on the single line of blessing and cursing. Gods curse was spoken over all corruption in eternity past. Nothing that exist is outside of Gods complete control.11 But the plans of the LORD stand firm forever, the purposes of his heart through all generations."
